The step-grandmother of two young children has been arrested after a one-year-old girl was found hogtied and beaten while her two-year-old brother was discovered soiled and locked in a cage at her Texas home.
Priscilla Ann Salais, 37, who is charged with two counts of endangering a child, kept her head down as she was taken into custody Tuesday, telling reporters the information being released was ‘bull****’ and that they needed to ‘get their facts straight.’
San Antonio Police Chief William McManus appeared distressed as he described the gruesome scene at a press conference.
‘What she did to these children is unforgivable,’ McManus said.
Police say a witness called 911 on Sunday afternoon to perform a welfare check at the residence at 400 block of Bailey Avenue near Rigsby Avenue in Highland Park, San Antonio.
Authorities forced their way into the bedroom at the house to find the girl hogtied; with her wrists and ankles were bound, and she had a bloody lip and black eye.
The two-year-old boy was found in a playpen that was covered, trapping him inside.
‘It was like a cage.’ the chief said at Tuesday’s press conference.
Both kids were ‘heavily soiled’ and were crying.
After her arrest, Salais told reporters that they needed to get their facts straight and that ‘the whole thing was (expletive)’
Police say Salais had been given temporary custody of the children because their parents are being investigated by Child Protective Services on accusations of of physical abuse.

The mother of the children, only identified as Isabella, told KSAT that Salais is her stepmother and that she trusted her to care for her children.
‘I’m sorry that it got this far,’ Isabella said on camera, her face hidden. ‘I just want them to come home already.’
According to a CPS representative, Salais is not a licensed foster care parent in the state of Texas. The children are now in CPS custody.

‘The kids she’s taken into her home out of the kindness of her heart is because that’s the kind of person she is,’ Bill Salais said. ‘Now this sensationalized version that’s being portrayed on her is totally inaccurate.’
Police have not yet said how the children were placed in Salais’ care.
‘Child endangerment carries a maximum sentence of two years, but I’ll tell you I — what she did to these children is, I mean, it’s unforgivable,’ Chief McManus said. ‘Two years seems like nothing compared to what she did to these children.’
